I say Project management is an Art which enriches with experience.
You may ask, can someone who is very well trained & understands project management may not be able to manage project. I would say a trained & learned person can manage but may not be as good as experienced ones.
I know project may be unique or temporary endeavor but many projects are similar in nature when they fall under the same nature of work in a business unit. Then PMs managing similar kind of projects may face same kind of issues in multiple projects.

When a risk becomes issue, it may delay project or increase scope of work or rework then we we may have "n" number of ways to handle it. To lower the risk or mitigate it, only experienced PM can manage the risk as he may have experienced nearly same situations before, then the PM may choose to Fast Track or Crash the Project.
Just to make it easy let's assume there is a risk to forget the key to a number lock which had 3 digit these 3 digits have to be remembered & cannot be written anywhere. Somehow you forgot the key. A PM with lesser experience may say let's start trying from 000 to 999. A little experienced person may give the list of top 100 keys to try. A very experienced person may give you top 5 keys.
Now assume the 3 keys are cost, schedule & scope.
Experienced PM hits the balance between 3 constraints to complete the project scope & schedule with optimal resource utilization reducing cost. He does the what if analysis for most likely resolutions.
